Not unless you tell him to. He drafts replies in your words and leaves them in your Drafts folder. Sending, changing a meeting, or anything that reaches another person asks you first, every time, unless you set a standing rule for that exact kind of thing.
You connect your own mailbox with a Microsoft sign-in, and Clem gets access to that mailbox and calendar only. There is no company-wide permission and nothing for your IT provider to approve, unless your organisation requires it for every app, in which case Clem explains what to send them.
